9th Cairo Video Festival
Video Art & Experimental Film

Medrar for Contemporary Art is accepting applications for the 9th Cairo Video Festival, which will take place in September, 2019. The 9th edition will focus on a new approach to venues scattered around the city. Programs will be screened among such venues, in addition to theatre screenings and exhibitions to promote, expand and harvest attention to the practice of video-making.
Initiated by the cairo based art space Medrar for Contemporary Art in 2005, the festival continues its focus on providing a platform for sharing and discussing newly produced video art and experimental film. The call is also open for curators and institutions involved in the production and distribution of video art and experimental films to submit their programs. The festival’s program takes the format of a concise series of video screenings, accompanied by talks and discussions with active video-makers and curators to tackle some of the key themes and issues presented in the works.

Guidelines and conditions
- Individuals, groups, curators or associations are invited to participate.
- The number of entries by one author is limited to two works. Please note that you must submit a separate application form for each work submission.
- Feature films, documentary or commercial videos are not accepted.
- Videos should be produced after January 2017, and no longer than 30 minutes of duration.
- Attach 3 high resolution video stills for each submitted work.
- All moving image works under video art and experimental film are accepted including new media art like interactive video, VR, CGI, etc.
- The festival’s committee will make the selection and the 9th edition program.
- All applicants will be notified of the status of their applications via email by 20th May 2019
- The organizing crew has the right to use the participants data within all promotional means and publications, with reserved copyrights.
- All works submitted will be included in the festival’s video archive, and may be screened for retrospective research and/or educational (in no case commercial) purposes in the various screenings. Medrar will not screen to public, give, sell or rent copies to other institutions or private persons interested without written consent by the producer of the video.
- Videos with narration in languages other than English and Arabic should have English or Arabic subtitles
- Videos missing the festival application form or sent by snail mail will not be regarded for entry
- The submission of the application form designates the acceptance of the terms and conditions of participation in the 9th Cairo Video Festival, and a declaration that the applicant holds all rights to the submitted material or has the permission of the legal owner of the rights to the submitted material (pictures, sounds, texts)
Online Submissions
Video files and stills should be uploaded to Google Drive. Please include the .srt file. Your videos must be submitted as only screening copies in the best available quality (HD if available). You may use other similar websites with no expiry date for downloading files such as mega.nz, Dropbox, etc.

تطلق مدرار للفن المعاصر دعوتها للاشتراك بمهرجان القاهرة التاسع للفيديو، والذي سيقام خلال شهر سبتمبر ٢٠١٩.
تتوجه هذه الدورة نحو اكتشاف أماكن مختلفة وغير معتادة لعرض الأعمال المشاركة حول المدينة، بالإضافة الى مساحات العرض المألوفة من قاعات المعارض وقاعات السينما لضم قطاع عريض من الجمهور وجذب الانتباه نحو صناعة فنون الفيديو.
ﯾﮭﺪف اﻟﻤﮭﺮﺟﺎن إﻟﻰ ﻣﻄﺎﻟﻌﺔ ﻛﻞ ﻣﺎ ھﻮ ﺟﺪﯾﺪ وﻣﺒﺘﻜﺮ ﻓﻰ ﻋﺎﻟﻢ ﻓﻨﻮن اﻟﻔﯿﺪﯾﻮ والأﻓﻼم اﻟﺘﺠﺮﯾﺒﯿﺔ ﺑﻜﺎﻓﮫ اﻧﻮاﻋﮭﺎ وﻣﺪارﺳﮭﺎ، كذلك ﺧﻠﻖ ﻣﺴﺎﺣﺔ ﻛﺸﻒ وﺣﻮار ﺑﯿﻦ اﻟﻔﻨﺎﻨﯾﻦ واﻟﺠﻤﮭﻮر ﻣﻦ ﺧﻼل برامج المهرجان والتي تضم ﻟﻘﺎءات ﻣﻊ اﻟﻔﻨﺎﻨﯾﻦ والمخرجين. أيضاً يفتح المهرجان اﻟﻤﺠﺎل لمنسقي اﻟﺒﺮاﻣﺞ والمؤسسات اﻟﻤﻌﻨﯿﺔ ﺑﺈﻧﺘﺎج وﺗﻮزﯾﻊ اﻷﻓﻼم التجريبية لعرض برامجهم ﻟﺘﺒﺎدل اﻟﺨﺒﺮات وﺗﻮﺳﯿﻊ اﻟﺪواﺋﺮ اﻟﻔﻨﯿﺔ بهدف إﺳﺘﻌﺮاض تنوع اﻹﻧﺘﺎج والخبرات الإبداعية والأفكار.

ارشادات وشروط:
- الأفراد والمجموعات والمنظمين والمؤسسات بإمكانهم التقدم والاشتراك.
- يمكن للمتقدم المشاركة بأكثر من عمل على حد اقصى عملين.
- يعرض المهرجان كافة أنواع فنون الفيديو والأفلام التجريبية.
- أي أعمال بها مواد منطوقه أو حكى بلغات غير العربية أو الإنجليزية يجب أن تحتوى على ترجمة بإحدى اللغتين.
- الأفلام الوثائقية، والروائية والأفلام التجارية مستبعدة من المهرجان.
- يجب أن لا تزيد مدة أي عمل عن ٣٠ دقيقة ، وألا يكون إنتاج الأعمال قبل عام ٢٠١٧ .
- يجب إرفاق ٣ صور مختلفة من العمل بجودة عالية.
- يقبل المهرجان جميع أعمال الصور المتحركة تحت مظلة فنون الفيديو والأفلام التجريبية مثل الأعمال التفاعلية، والواقع الافتراضي، الخ
- تحدد اللجنة من قبل منظمي المهرجان والتي ستقوم بدورها باختيار الأعمال المشاركة وتصميم البرنامج.
- يتم التنويه عن الأعمال المشاركة في ٢٠ مايو ٢٠١٩ عن طريق البريد الالكتروني.
- يحق للجنة المنظمة استخدام أجزاء (صور/ فيديو) من الأعمال المشاركة بالمهرجان في المادة الدعائية مع الاحتفاظ بحقوق الملكية.
- جميع الأعمال المتقدمة سوف تحفظ فى ارشيف المهرجان وربما يتم استخدامها فيما بعد فى أبحاث استيعادية أو مشاريع تعليمية غير تجارية.
- لن تقوم مدرار بعد المهرجان بعرض أية أعمال متقدمة للجمهور او اعطائها للافراد او المؤسسات او بيعها او ايجارها الا بإذن كتابي من صاحب العمل.
- بإرسالكم لطلب التقدم يكون بذلك قد وافقتم على بنود وشروط المشاركة في مهرجان القاهرة التاسع للفيديو، وأن المشارك يحتفظ بجميع الحقوق للمواد المقدمة او لديه تفويض من صاحب العمل بإرسال المواد المشاركة.
- الأعمال التي ترسل دون ملء استمارة الإشتراك أو إرسالها بالبريد لن تؤخذ فى الاعتبار لدى إدارة المهرجان.
كيفية الإشتراك عن طريق الانترنت
- قم بملء الاستمارة الالكترونية (الإستمارة الإلكترونية بأسفل الصفحة)
- يستلزم رفع ملفات الفيديو والصور وملفات الترجمة (إن وجدت) المرفقة على موقع Google drive ويستلزم رفع الملفات عمل حساب على الموقع، برجاء نسخ رابط التحميل داخل المساحة المخصصة داخل استمارة الإشتراك (ننصح بالانتهاء من عملية الرفع قبل البدء فى ملء بيانات الاستمارة). يمكنكم أيضا استخدام mega.nz أو dropbox أو أي مواقع مشابهة ممتدة الصلاحية للاستخدام والتحميل.
- ملفات الفيديو يجب ان تكون نسخة للعرض، ويجب إرسالها بأعلى جوده.
